The Background should be animated in both UI views however it is only animated in the Character Info UI

I noticed this when watching a stream from a KMS player where their background is animated https://i.imgur.com/y9kDb0W.gif

I have also verified with people using the xAdv and hBaldrix Backgrounds and their Equipment UI is also animated.
