I'm not sure how to make another arcane symbol and level it up, its not letting me level up the ones in the equip inventory tab

i have so much extra tho and I've maxed out all of them , you're saying I shouldn't have maxed out inorder to transfer ? whats the point of them refunding me the extra stuff then anyways ?

arcane catalysts are an item sold in the legion coin shop that allows you to transfer a leveled symbol to your storage, to give to another character. it isn't available on heroic worlds
it transfers them with 80% of its total 'exp', and resets it back to level 1. i don't have the exact numbers, but let's imagine that you needed 1000 symbols to level an arcane symbol to 20
if you used the catalyst on your level 20 symbol, it would be placed in your storage at level 1, with 800/15 exp. you'll also get a brand new, level 1 0/15 symbol on your original char
the second character can take the symbol out of the storage, but you'll have to pay to level it up from level 1 again

says its already maxed out
when I try to switch it with a level 1 symbol it also doesn't let me and says its been maxed out

I'm not sure I understand what you're trying to do.
If you want to make a second arcane symbol of the same kind on the character from which you are sending the symbol:
- Unequip your current maxed symbol.
2a. If you have another, unmaxed symbol in your Equip inventory, equip it.
2b. If you don't, double-click on the symbol coupon or selector (in Use inventory) and select to receive it as Equip. This will give you a level 1 symbol in Equip that you can equip. - Double click the other symbol coupons or selectors you have and choose to fuse them to the currently equipped symbol.
Now that you have two symbols of the same kind, you can apply the Catalyst to one of them, to convert it into an item you may move to another char.
Note that the recepient char needs to throw out their existing symbol (hopefully just the level 1 they got from doing the questline) before they can "stabilize" the catalysted symbol into a real one.
