Help me understand how this works. Is this correct?

Using the Meso/Drop example:

1. Use regular Miracle circulators to roll for the "first" line you want to lock. You would roll for "Line 2", then lock that in.
2. After locking in "Line 2", you would role for "Line 3" (Abnormal Status Dmg), using honor or Black Miracle circulators.
3. Now lock both "Lines 2 and 3" and roll using honor/Black Miracle Circulators.

Miracle circulator until you hit your unique secondary line (item drop).
Lock.
Roll for your top legendary line (meso) with honor.
Lock.
Roll for your third line (normal dmg @ epic or unique) with honor.

I would save the black circulators for when you already have the three lines you need, at the correct tiers.
It's quite expensive to roll legendary with two unqiues- most people settle legendary, unique, epic version of line 3 until they can save up a lot of honor.

@oak fog I do have 3mil honor ready, but that sounds like carpal tunnel. So ideally, I would get the lines to the correct rank I want, and then roll perfect lines (potentially) with chaos and then black circs from the event shop?

Yes!
Most ideal to save circs for when they're leg/unique/unique so you don't need to re-circ if you settle leg/unique/epic.

rolling IA is carpal tunnel as heck and you can't even zone out while you do it because it's so easy to roll over your lines lol
