I maxed out the cw2 challenger gear in interactive, but its only at 18*?

the UI says 19* AND ive seen heroic cw2 players with 19* challenger gear.

are the stars different for heroic or am i missing something?

i think the stars are different for heroic

we get bpot upgrade instead
