#Edelstein main questline missing NPC?

I think an NPC named Ulrika is supposed to be in Edelstein on the bottom right of the map; on the stairs in between Wonny and Jun. The quest helper teleports me on top of her location but she's missing.

check if claudine has the quest "Finding the Runaway Girl" the npc is gone while that quest is available until it is complete
