#Why is this hair in the CS update but no in CS?

I noticed this female hair was added but when I look in the cashshop it's nowhere to be found. Is there a reason for this?

It’s in the Philosopher’s Book gacha, it’s in a pool of M and F hairstyles tho so it can be rare to acquire
