i deleted my hyperburning max char at 225 and made a new one and im not getting the rewards again is this how its supposed to be and am i cooked

Yes, this is how it's supposed to be.
Sadly the update notes this time don't clarify it as well as past update notes did.
The lv 200+ rewards are once per account.
