There are certainly dark skin tones. Once you make a character, you can’t change that though. I’ve had several alts with a black skin tone.

I've only seen dark brown people never black.

If I ever do see black I'd make sure to take a picture of the skin tone with a black card next to it to confirm.

Same with white, I try to keep blank paper and pencil with me at all times when outside
