Your best bets are probably to look at something like a G29, here in the UK you can get the wheel, pedals and shifter for less than £100 used and they are compatible with just about any driving game

You can only lift the suspension. The axel with one wheel on the air is called a taglift axel and you can get it by customizing your axel at f7
