I have a question! Why don't these servers have active moderation? For a week now, a group of two or four people have been harassing other players. Several tickets have been made, many by different people... but nothing happens!!

You would think that for everyone's enjoyment there should be active moderation!!

1. Moderation team aren't online 24/7. They aren't paid for this and have work and social life outside of TMP.
2. Moderation tries all their best to moderate the areas, specially highly populated areas. But it is often between 1 moderator to idk lets say 6 moderators online at same time, maybe more, maybe less. - Some of them, likely doing jobs and doing no work. vs. lets say 5000 players. (sim1)
3. Report system in-game can easily be missed, since there is a lot of reports being sent in at same time.
4. Report system on website can range from seconds to some weeks, depending on the load of the system.

So to answer your question, there is active moderation, but likely not next to you and we cant be everywhere, whenever players expecting us.

Whatever happened in your case is something to consider for the staff member who banned you, not me. The sole statement about "glitching" under the ground can be so much stuff after all.
