like C is the base trucker license - you can drive trucks, however not professionally yet (e.g. for an company), but private you can (e.g. moving or a camper with more than 3.5t mass) - the e is the trailer part - Code 95 (C95) allows you to drive professionally for a company 😄

A2 - Bike, up to 48 HP - do the license with 17.5 years, drive with 18 years
A - Bike, starting at 48.5 HP - do the license with 23.5 years, drive with 24 years - or - have the A2 2 years accident free
B - Car up to 3.5t (4.25t if EV) - L17 start with 16.5 years, drive with 17 but only DE AT CH, 18 completely free - 3 years probation time - L start with 17.5 years and drive with 18 in all countries - same probation time.

With a very few exceptions, you won't be able to use mods (except maybe local mods only you can see). However, if you have any customization DLCs players will be able to see them even if they don't own such a DLC.

Is it possible to change the color of some paintings that cannot be painted in the workshop?

i saw some people with paintings of other colors that are not paintable in the workshop

i actually don't think it was from an event, I saw a person with Danish paint in another color, even though the paint doesn't allow changes, and he had black and green paint.
