Usually there's vote for that beforehand. After the vote is completed, Addon Team will prepare the new Alternating Vehicle for the next period. Once that's done, the next update will replace old Alternating Vehicles with new ones. Also, that recent update was most likely released to reduce the game load, as custom Brussels Intersection is way more complicated than default SCS one. This gives some nostalgic vibe for some users. @spare oar
