for myself Windows 10 (1909 build) stops my PC from turning off - found the cause to be the Biometric Windows Hello driver XD the best part is that whenever I pressed shutdown (apart from the login screen as that is the only exception) then you could literally continue using the PC as normal plus nothing was being logged to show that was indeed the issue 😄 just had a hunch when I saw that the device wasn't being loaded so of course when I uninstalled it the PC immediately shutdown and has been behaving itself ever since 😄

Ok, so: when a CPU has more cores, it becomes harder to keep a high core clock on all cores. But, if your CPU doesn't have many cores, it is much easier to keep the expected core clock. That's why, Threadripper is good only if you work with your PC, but Ryzens are much better opportunities for gaming.
