Cannot enter instant action (supremacy)

I am stuck in a preround where it says to unlock star cards and such. Also I choose a map which is based maybe around galactic republic and seperatists but in the preround I can pick but not the usual clones and such?

alright, not only supremacy but attack and defend missions too
