Hi, are you eventually using a thumbdrive or a HDD? this can explain some slow performances
is you have multiple GPU, check which one is used?

the only reason i see for slow perf it's because your PC is using the integrated GPU instead of the "big" one

my bad indeed, i'm talking about general performances

have you tried to do a task working on multiple cores just to test it and compare with the frequencies your cpu is supposed to work at?
maybe a thermal throttling?
