So... its possible to make a nested desktop with gpu accel?

so i want to make smthing like a virtual desktop so another user can steam remote access and play games
i could make a qemu vm with gpu passthrough but its quite inefficient and having to configure the passthrough is so boring

maybe Xpra would work in this scenario? not really sure but that's the first thing that came to mind
