#can't get a game to start, both native and windows versions (and vm related questions)

hardware: lenowo legion 5 pro laptop from 2021

  • cpu: ryzen 5 5600h
  • mem: 16gb @ 3200mhz probably
  • gpu: rtx 3050ti mobile (i have an igpu but it's disabled cuz i've had issues with hybrid graphics)
  • disk: 500gb nvme ssd

what i was doing and things i've tried:
so, i was trying to install hearts of iron 4, a game i like very much, which has both a linux native and a windows version. the linux version's launcher started just fine, but the game itself got stuck on the 1st step of loading (and i've read on paradox's forums and protondb that it runs very poorly compared to running the windows version thru proton).
because of that i tried running the windows version, hoping for better results, but in that case i had many issues with the launcher. on my 1st attempt the launcher started just fine but it got a launcher update, after i restarted it to apply the update it would no longer start, i would get a "launcher not responding" error.
then i verified the game files thru steam and tried again but got the same error. (this is also where i tried different proton versions)
after that i tried removing all launcher-related files off of my drive, hoping steam would reinstall it (which is what it does on windows if i remember correctly) but that didn't work either.
then i tried reinstalling the game (something i'm not keen on doing again as there's 50gb of workshop files to download but i'll probably have to) and made sure all its files and anything paradox related was gone. this time however i installed the windows version first instead of jumping from the native version to it and this time i got a different error which said "could not locate a valid installation of the paradox launcher".
here i reverified the files thru steam and also tried different proton versions but still no luck.
after that i tried installing the launcher thru bottles and pointing the launcherpath file to it, but before i could do that i found that the launcher run on its own doesn't seem to install itself because when i checked the bottle's directories where it was supposed to be, all i found was an empty folder.
so that's where i am rn, and i'm thinking of making a windows vm but the problem is i only have 1 gpu (not counting the disabled igpu) to passthru and if i do that no gpu on host :<

the problem i'm encountering rn is my gpu's vbios is not on the provided website in the tutorial, so now i'm stuck with no way to dump my vbios, so that's the vm-related question rn, is there any way to dump an nvidia card's vbios on linux while it's running? i found some sources online saying you can do it but you have to do it from a live cd and chroot into ur install, which i can't do cuz i don't have a usb with me here
