You know how you can craft divine charges with 225 incandescent energy OR 350 luminious OR 400 radiant etc. ?
What I propose is that Jagex let us craft lower tier porters with higher tier energy.
Currently crafting sign of porter VI requires diamond necklace + 80 luminous energy and sign V requires ruby necklace + 60 radiant. Under the new system you'd be able to craft sign VI with diamond necklace + 60 incandescent energy or sign V with ruby necklace + 45 incandescent etc.

Just to reiterate - only divine energy portion of the crafting recipe would become flexible. You still need appropriate gem necklaces!
