I'm writing this at 1260 kbd kc with lorehound and t4 luck. Why does this lore book have to be so rare? What is the point?

Could the boss drop lore books have a generalised droprate? Why is the arch glacor one common and this one has to take 10 hours for something that has no gameplay impact nor is a cosmetic, just an arbitrary time waste if someone wants to get master quest cape.

I am aware it is guaranteed at 2k kc... but why is it 1/1000 in the first place.

I hope that's not the question jagex was asking when they were deciding on the droprate for the book
