An XP perk on a 99 cape for a skill that doesn't go past 99 is just terrible game design. Every other skillcape has an effect on the game itself, even for 120 skills where an XP boost could be useful.

I certainly agree prayer cape should be changed, but it should actually benefit the player during gameplay.
My suggestion is allow it to swap prayerbook anywhere (similar to Magic cape) and also give an invisible +10 prayer bonus on top of the visible +2 prayer stat.
