#blocked list for clue scrolls

i was thinking how nice it would be to have a block list for clue scrolls, like we have a block list for slayer. don't wanna do that elf lands scan. block it. that one clue in the middle of nowhere with no close tele's? block it. of course there would have to be some kind of charge to buy the unlock. probably treasure trail points or something

you can use outfit charge to teleport you to current clue location
