So realistically; I'd recommend just using the Non-Legacy Layout entirely and just arrange your Layout to look and feel as you desire (If you want something similar to OSRS then you can make one similar.
I think the Legacy layout itself provides so many restrictions and is extremely outdated that it really ultimately just needs removed.

yea for sure, only thing is i am so used to using the F1 (etc) keys ive tried the non leagacy layout and i really struggle with it tbh

To be honest legacy mode should just transition to a maintenance mode or weaned off entirely. No reason for it to exist in RS3 anymore
