Give Fractured Staff of Armadyl infinite air/armadyl runes

On the one hand, the critstick needs no further buffs. On the other hand, most uses of it don't get anywhere near depleting a rune pouch in a full run, and the runes are dirt cheap, and meta spells don't even use them anyway I think.

Staff of Armadyl also was not created by, for, or in any way in relation to, Armadyl.

Armadyl Battlestaves were made for Armadylian mages.
The Staff of Armadyl was just in Armadyl's possession for long enough that people associate it with him.
