There is absolutely no reason not to be able to do this. It's just a massive inconvenience.
I can understand the cap on each bait, which encourages you to do all of the dinos in cycles as intended of just 1, but having to bank half a dozen times just to fill it with fish or up to 18x just to withdraw all if you're totally full is just a senseless nuisance.
