Fragmentation shells for RPGs have a small area of effect, not as much damage to infantry as a cumulative warhead. And at the same time, there are fewer shells for fragmentation than for cumulative, which makes it almost useless

Iirc HEATs destructive range for buildings will be nearly halved
And Frag will "get a minor buff"

Either way the reason why frag is like that is because in the past, it way the most broken thing in existence, they nerfed it into the ground and didnt change a thing since

it does work, just not all to well with all the buffs players got. a frag into a room as your squad breaches has won many a fight for me and my friends.

Ah yes heat, as good as it is, will totally help clear 10+ people. Hell even 5 plus people off a point all by itself.

C4 can effectively do the same. I suppose that’s why both are getting nerfed but hopefully frag getting buffed still makes people try to break off from gunfights when thet get hit by it
