Given that they are aiming for 400ms of average TTK, which they have already done techically with the M4 on a target with 100HP, perhaps those classes will still have 100HP

I would be shocked if they were too far from 100 in general but we shall see. Given the nature of the rest of the changes we've seen, i would be kinda blown away to see an new 1 shot kill gun introduced.
Assuming there arent changes to the pistols that we are unaware of, rsh 12 and deagle should be 1 tap
I mean we do know that helmets will purely be cosmetic next update
And I would be REAL shocked if that were the case
Last we saw snipers are not intended to 1 shot headshot, so a dmr and pistol gaining that ability doesnt exactly math out

There is not a right or wrong way to balance weapons, its about what do you want the user and player experience to feel like. The more variance you introduce, the more chaos, the more "new" situations that can happen. The more removed extreme variances are, the more consistent the experience, the less potential for clutch moments and the easier it is for the same event to happen. I happen to enjoy consistancy over extreme variance.
I likely wont be able to 1v6 with the changed ttk, in the current game, its absolutely possible because of how wide the variances can be. That concept exists in pretty much all of a developers design decisions.
One player enjoys instantly getting kills, but do they enjoy getting instantly killed, for how long, is the seratonin from the pick with the frustration and player friction it can create? Well. There isnt an absolute, it loops back to how do you want things to be experience. With 120+ possible sources of instant death, I for one, am super on board with reducing and at least not increasing the number of ways that can happen.

and imo, if any of these two guns get a damage change it should be the rsh getting a slight buff as it is already worse than the deagle in almost every other aspect
Yeh balancing weapons effectively is hard 
and i really don't think the occasional 1shot in cqc by a skill based gun is too bad
i mean, look at tf|2 and its skill (and less skill) guns
the kraber is the most fun gun ever

as long as certain guns are (reasonably) strong but gate kept by a significant skill requirement they are perfectly legitimate in my mind

Understandable. Skill is a very nebulous concept, and very player driven, i generally look at it from the shared player experience vs the individual mechanical application.
I suppose there is an arguement of exactly how hard it is to use to warrant a 1 tap tbh
Skill requirement are also a fine way to reign in power levels. I think with the combined movement changes, and big ol noggins that players have, the skill gate is.. less strict than it might need to be given the number of players who COULD execute it.
