One thing I've noticed in several matches of the game is how repeatedly the most well-known maps are used, so that a different map almost never drops in most,could put a mechanic that after the current map appears it will only be available in 3 to 5 games, thus giving the opportunity for other not so well-known maps to be played,and always recommend maps that are not highly voted and at least 1 most voted.

this is not true for servers with a set mode
maps appear just randomly
lets say the map lineup is multuislands, wine paradise, and wakistan. even though all maps appears randomly, you are probably going to wakistan by popular vote, and there's a set of maps that just get voted for. you can play a whole day only playing that set of maps because it's a majority wins voting system

almost no community servers have a map rotation in their api

still doesn't happen on official servers though, but that does definitely sound like an issue for community servers
