Currently in battlebit we have 3 types of RPG and as it stands people only use two of them as the Frag RPG is realistically of no use,

I suggest you take the current HE RPG, reduce the armour damage (not remove so it would still work against a quad or open back Humvee) keeping it's blast radius and unarmored damage and make it the "new" Frag RPG. Make the tandem RPG's flight profile flatter and faster (maybe a slight damage buff) and as it's a "penetrating" mution reduce its explosive radius when it hits an unarmored target this should make it more compelling as a consistent anti armour piece while reducing even farther it's anti personal capabilities. I think it will make people decide if they want to use the RPG for anti tank or anti personal reducing a one fits all playstyle and making each option more appealing for it's intended job. This could potentially also reduce player frustration with RPG spam because the RPG user has to give up anti armour capabilities if they want to be anti personal and vice versa.

Tandem is fine as is
Heat is overperforming
Frag is underperforming

Idk how you jump to such conclusion, but making frag and tandem too overperforming to compensate for no heat launcher wouldn’t fix the problem or make launchers magically balanced
