scale ticket amount based on people in the server

last night i played my first bbr game in awhile and i ran into an issue where games lasted way too long (upwards of 30 mins) because the server started as 127v127 but most people left the server so it was only like 50v50 which means it took way too for the ticket count to go down so please change the tickets based on how many people are in server thank you.

I think most servers have to complete the round before shifting to a proper player size
