I’m thinking low damage (for a sniper) but higher movement speed (for a sniper) with like 35 or 40 base damage and a 4.00x head multiplier so it’s very skill oriented instead of a point and shoot, maybe 50 or 60 rpm fire rate
Oneida Lever-Compound bow ("Osprey" or "Eagle Phoenix").
Basically a BASR (Bolt Action Sniper Rifle), but with faster refire time (IE, 2/3rds the time of a BASR), extreme damage (90-99? You should bleed out if you don't manage to start bandaging within ~3 seconds of getting hit), virtually ZERO sound profile (so you can barely hear it even if it's the only thing firing and you're only like 30m away from the shooter), no smoke trail like snipers when the game released, nearly zero recoil, and near-SMG player movement speed.
The horrendous velocity (IRL ~110 m/s, but for balance the game could afford to give it 190-220 m/s) and by extension, projectile drop... is enough to lock it in the 0-350m range, but it could VERY easily be used as a mid-range weapon that would fill the role of an ultimate-stealth BASR quite nicely.
make it so you can't use the zeroing function
which I hope makes it harder to learn but also more rewarding
Well, modern bows can have optics, and all optics have to be zero'd if you want decent accuracy.
Honestly, with such horrible velocities, zeroing for ranges past 100m would be a requirement for mid=range optics, or you'd be aiming so far above them you wouldn't even be able to see the enemy at 300m

For a custom attachment, you could throw in the commercially available "Instant Legolas" (the proper name of his commercially marketed version is "Fenris Rapid Fire Bow Magazine") that JoergSprave designed.
It effectively makes compound bows more like a crossbow in it's extreme accuracy/consistency, while still having virtually all the benefits of a modern full sized compound (or in this case, lever-compound) bow.
It's a mechanical guide with a 5-round mag-feed for the arrows.
This would give the player the ability to mod it into a more BASR-like weapon if they choose to, which could further increase the fire rate (on top of an already proposed high fire rate while maintaining nigh-perfect accuracy between shots) but at the cost of requiring lengthy reloads every 5 shots.
Honestly, even if we choose to ignore the fact that Oki said he would absolutely NEVER add shotguns...
...the only shotguns that would be viable in BBR would be full-autos like the KS-12 or AA12.
Anything else, and you might as well just carry a KRISS.
That’s fair but with the high damage, it might be a decent way to balance it and make the binoculars useful
