Basically the title.
It just allows you to see all members of a squad without actually being in that squad. The arrow on the orange background could also be moved more to the right and an eye symbol could be shown to symbolise that you are watching that squad.
This could be expanded upon to add a "Squad" queue mechanic, which allows you to queue up for a squad you want to enter and instantly puts you in it if someone leaves and you are #1 in that queue.

Yeah, but only in respawn menu. Just the green dots and the yelow-greenish one for squad leader
I still don't know if its intended that you can spawn without a squad by spawning on objectives/vehicles
