Yeah but it saves lives. I remember a fake head on a stick suggestion was debated over and ultimately voted down. This is like that but a little more op (assuming the periscope can get damaged by bullets and recoil is handled differently).

Stupidity high to low: Hipfire optic > periscope rifle > hiding in a cardboard box

It would do better as a toggle-able feature like mounting where it takes a long time to activate and deactivate the periscope.

This essentially already exists if you just use the CROWS gun on transport trucks and put the vehicle behind cover or build sandbags around it
