Essentially make the rpgs correspond to the type of rocket they use.

Give tanks reactive armor. Make the ERA removable by dealing damage to them and make ERA provide more protection against specifically HEAT rounds.

Balance out vehicles(without ERA) damage between HEAT and Tandem

Reduce the HEAT building damage

Decrease the infantry damage caused by HEAT drastically except for when the round hits an object in front of you as HEAT rounds work through shooting incredibly hot copper forwards

To balance out have a low amount of Tandem reserve ammo(maybe also increased movement speed penalty)

Round out through increase fragmentation rpg damage
I think these changes will introduce a higher spread of players between the different RPG types while also returning a little bit to the Milsim roots
