Rally Points available for non SLs if none has been made after 5 minutes

In pubs a lot of the squad leaders are clueless and don't make rally points. Meaning if i have a slower PC and join the game late, I can't help out the team by making rally points because even if i make my own squda nobody will join

request orders (it’s in iirc top right tab of the circle interaction menu ingame)
wait 2 minutes (if squad leader hasn’t marked a new point in 2 minutes, next step)
