Decrease carrying ammoun of C4 for maximum of 4, make them deal more (only to vehicles) damage. Maybe remove them from medics and recons.

So what we got in the end is that engy, assault and support are able to kill a tank, assault may not be able to kill a tank if he carries a normal backpack because he will have C4. 2 C4 is enough for APC's, and gunboat, for other vehicles 1 C4 is enough

Not only assault.
With light backpack being able to carry only 1 C4, means can only destroy small vehicles (humvee's, quadros, fast boat, etc)
