Let's compare HEAT to Fragmentation rockets, shall we?
With Heavy backpack, Frag gets 4 rockets. HEAT gets 6.
HEAT 1 shots any target inside its kill radius, which I believe is about 1 blocky boi wide.
Frag requires 2 shots to kill a target, no matter how close to the impact zone the target is. The explosive radius is wider, yes, but that doesn't matter much when it doesn't kill anything.
And yet for some reason the description for Frag says that it's the best vs infantry, and HEAT's says it's an all arounder.
My proposed change would be to decrease HEATs damage to be more like what Frag is currently, and then buff Frag's damage to the following: 100 damage at point of impact, with dropoff going to 70 damage at the edge of its radius.
