Actually silencer wont affect bullet speed at all. 820 was and maybe 825 with silencer. +/- 1mps
But the noise... separated for two parts - shooting noise and bullet flying/sonic-clap noise.
Once bullet reach sonic speed - we hear louder clap, that could not be hidden with silencer.
To reduce that effect - people use undersonic bullets, that actually fly on 300-400 mps instead of 1000. Thats why we have a legend that silencer reduces flying speed.

Without silencer:
-- actor/shooter: louder shooting clap (160db), actor gets confused, "sound muffing" effect, and wont hear other sounds
-- target/enemy: first hear bullet hit to the surface, then hear clap and actually direction where bullet reach sonic speed, then hears lowered but shared by time sound of firing -
With silencer, supersonic bullets:
-- actor/shooter: reduced louder clap, so actor hears clap of bullet (total 110-130db)
-- target/enemy: first hear bullet hit to the surface, then hear clap and actually direction where bullet reach sonic speed, and thats all -
With silencer, undersonic bullets:
-- actor/shooter: reduced louder clap (total maybe 80db at shooting point, at 100 meters almost no sounds)
-- target/enemy:
--- close distance: first hear the reduced louder clap, then bullet flying noise, then hit surface.
--- long distance: first hear bullet flying noise, then hit surface.
