Finally, me and a bunch of people I've been arguing with, might actually have come up with something useful to reduce the "sniper" problem. Basically, the issue is on some servers, there are only 64 people on a map meant for 254, and it makes it so half of each team stays back and camps, while the other half goes out and fights. The problem is, with around half of them dying, multiple snipers are able to focus on one person. This means, there are more snipers than infantry on the map, which might just be causing the issue.

This is already a thing, lower player servers have smaller map sizes.
32v32 maps are small then 127v127
What I'm saying is, for high player servers, they don't always have high player counts. It just leaves people with few people on a huge map.
Yes, just like every other game does, maps aren't dynamic this way, the server loads the map, and that's the one you get.
If you want a smaller map, then play a smaller server
