Currently, what is barbed wire?
Nothing.
Does nothing.
Hurts nothing.
No negatives for walking through it except you slow down.

Barbed wire in history was a death trap for soldiers who ran through it.
It should be in BBR an area denial object against enemies, forcing them to use one of their C4s or take another path.
Make Barbed Wire good.

It did do damage but people were exploiting exp by getting damaged then getting healed.

Not a bad take, but I think you underestimate the value of slowing someone down. Prevents flanks. If people used it more often, it would really show its strength. Most people don't use buildings near enough and underestimate their value.

getting caught out, dropping to the ground and putting a low wall in front of me has saved my ass and gotten me more kills way more often then I expected

Yeah, but that’s kind of the problem.
Think of it like this.
Right now, we are at the bottom of a curve that represents percentage of the player base that uses buildings, or barbed wire specifically.
If left alone, I expect that the usage of buildings will increase along this curve, as the player base explores new mechanics to improve their gameplay.
If you add damage to the barbed wire, as you said, maybe the usage triples. But it also shortens that curve so that all of a sudden, barbed wire is absolutely everywhere, and the usage will still be growing.
As a rule of thumb, players hate crowd control devices. Slows, stuns, flashbangs, etc.
In short order, it will be the new broken mechanic that every player hates because you can’t get anywhere.

On top of exacerbating other issues, like 25-33% sniper class picks in any game, or maps with not much cover, etc.

I think people underestimate the delicate balance that is “enjoyable gameplay”. It’s super easy to fuck up, and there are big penalties for doing so. Losing 25% of an already small player base, or showing your player base that you keep making (not that they are currently) mistakes will lead to complete abandonment.
AAA studios can make comebacks. (Battlefield 2042, kind of; no mans sky, etc). But that remains to be seen for smaller dev teams.

i did suggest this on barbwire way back. instead of damaging make it cause a unique bleed that only gets triggered if you stay on the barbwire and will kill you if you stayed for too long, but if you manage to escape the barbwire it would feel nothing happens so people dont abuse the healing stuff. slow will still be there tho.

it'd be like the map border or going into enemy territory where it just kills you, and couts it as a suicide or what ever.
