I feel like the helicopter doesn't harm people, it's because it's difficult to get shots right, as well as barely being able to keep a helicopter in the air.
In this case, the helicopter in question would be the large
subtle cedar
The bullet damage on the Blackhawk/Ka60 is shockingly low. It's even weaker than a pistol ingame. Sometimes it's even better to have an m249 lmg shooting out from the side than the weak-ass miniguns. They need to be buffed so they can actually be lethal against infantry.
