i think there are better ways to improve blackhawk gunners like making them cool down faster

but i kinda agree on the notion of them being a little lackluster because i have only died to a blackhawk once or twice in 200 hours

The guns are so wildly inaccurate and low damage that anything that could make it more lethal would be a plus. Support.
It could be like fragmentation rounds fired from the minigun that cause splash damage on near impact.

i think instead the bullets should have larger hitboxes

so you still can't fire into a group and kill like 4 at the same time, you gotta mow down one at a time but at least you're getting hits
