Change new sniper tracer to subdued tracer

Change it to not kick in till the round has travelled 200m or something.
The new tracer realistically only punishes people using sniper remotely close to a fight, the rest is just looking for a tracer instead of looking for glint so its just gonna make more people play from china instead of attempting anything actually helpful to the team.
