So let's say you have the SCAR-H which fires the 7.62 mm and an enemy is wearing armors, instead of the armors taking all the damage make it so the armor take very little damage but the HP take majority of the damage. 9mm should break the armor first before the HP takes damage. 5.56 should be in between the 9mm and 7.62. I think this is a good way to balance armor and make damage slightly more consistent.

Before the main damage? Like additional damage to armor? Then you need to rebalance all armor in the game. I swear that gonna be nightmare to balance
