There's a funny story behind it. I think the navy got issued m16's m4's and m249's
They were given an option to pick the m249 or an alternative but the m16 and m4 was not replaceable.
The navy adopted the HK416 as a squad support weapon. And because it's superior to the m16 and m4 they just issued it to everyone

The RPD could be allowed in terms of timeframe, it's still seeing limited use, but tbh it just seems like it'd be a worse M249. The AN-94 does sound pretty neat though, assuming you could get its unique two-round burst to work in-game.
