I'm not sure which update caused this exactly, but the in combat check has been kinda broken for a while. It lets us spawn on people who are actively being looked at and actively being shot at when it didn't used to.

we asked for it in that thread with oki active multiple times and he didn't engage, so I see a new suggestion as appropriate

Since it's a separate suggestion I wanted to make a separate thread because I dont expect oki to be able to sift through all of the suggestions in a single thread, especially one as active as that one. The alternative would have been pinging oki in the other thread but that's not allowed.
