At the moment, vehicles aren't being used by the playerbase to their full potential.
The current vehicle spawn system discourages vehicle players from taking calculated risks to support the team. Why? The relatively long respawn times make vehicles a rarity. This means that instead of serving as the team's spearhead, they stay further back to kill farm - which is fine in moderation, but over-emphasized atm.
How do we fix this problem? Well, we have to address the root: the current system rewards timidity instead of teamwork. Players are too afraid to lose their vehicle, because they have to wait a long time before they can play and practice their skills in another one. Vehicle play that supports the team isn't rewarded, but selfish play certainly is.
This leads to another, much bigger, problem. Those players, waiting for the vehicles to respawn, will often sit in the loadout screen for the entire duration of the respawn timer. This means that their team suffers even more; not only do they lose the full influence of their vehicles, but they also lose a significant portion of their team (who could very well be capable infantry players).
Some might suggest decreasing the spawn timers. I don't think it's the right step; the spawn timers are fine and proportionate to the impact of each vehicle. Others might suggest increasing the number of vehicle spawns at each base. Perhaps, but this doesn't address the fact that players still sit idle waiting for vehicles to respawn.
My idea: in addition to the current system, each player can select one vehicle they can personally deploy. Upon completion of a hard infantry objective (10+ killstreak, revive 20 players in one life, assist Y captures, etc.), they can spawn their vehicle. This objective will be randomized for each player, and re-rolled after the vehicle's destruction.
This should give vic players some extra chances/breathing room, and incentivize infantry play in between. Win-win. What are your thoughts?
