It's a different system in there, you have access to everything, which is not carried over to live servers..
The shooting range is not on a server, so it cannot get your loadout.

how does all the servers remember your exact settings? all servers are linked?
make the polygon contact whatever thing all the servers are contacting and ask for them it will be fine (or polygon is meant for offline use only?)
mb store attachments locally? not the best option but idk
i mean keep all the things unlocked but save the attachments used in a config file or something or receive from somewhere what you are using and select it

On the other hand, i would love to see that happening.
How many times you see players taking an heli and crash it instantly, but if those guys never had the chance to pilot it, it's not really their fault.
It's frustrating for the people that dies when the heli crrash + the respawn time of the heli.
Being able to practice flight with heli on the shooting range would be " massive "
