Make the Blackhawk/KA60 miniguns useful

They tickle enemy infantry and are really only useful against other helicopters

I disagree. They are quite strong when used optimally. The problem is that this requires the chopper to get quite close to targets and due to it's crappy maneuverability this is rarely viable.

Additionally, the LB is already supposed to have the dedicated anti-infantry role, so letting the miniguns be good for antiair and not so much for other purposes is good in terms of balance.
