It is not useless, actually quite the opposite.
But this would allow more ways to exploit the verticallity of the game and create even more ways to engage the enemy, especailly if made avilable at lower ranks due to it being an incredibly low tech solution.

So why would I pick this over the grapple hook if they basically do the same function? You can't make it faster or do anything special without giveing the grapple hook something in return, it would completely outclass it which is horrible balancine.

So basically just using hesco walls as support to build a staircase or simply equipping the grapple with extra steps

Also "melee" already exists in the form of the pickaxe/sledge (it's a meme playstyle sure, but it exists.) so its redundant in that regard too.
