That's what is happening; A lot of newer features aren't coming until early access.
Boats were added a long time ago, most of the recent updates have been in preparation of EA like Networking, Streamer stuff and user agreement stuff.

Id agree with you if this was another game thats been in “alpha” for over a decade and the devs deflect all criticism by saying “its just an alpha lol”
But for battlebit’s case? Chill. We have a release window and content progression is very steady. I would patiently wait without pressuring the devs if I were you.
